Overview

The City is proposing a Zone Text Amendment (ZTA) to implement recent state laws in compliance with the Sixth Cycle City's Housing Element (2021-2029). The proposed ZTA will facilitate housing development for people experiencing homelessness and persons with special needs, such as low-wage employees, older adults, and those with physical and mental disabilities who require not only housing but also supportive services.

Background

The state's housing crisis is marked by skyrocketing housing costs and a severe shortage of affordable homes. Many residents struggle to find housing within their means, leading to increased homelessness and housing instability. The crisis is particularly acute for persons already experiencing homelessness and individuals with special needs such as low-wage employees, older adults, and those with physical or mental disabilities, who require not only affordable housing, but also supportive services. Addressing this crisis necessitates comprehensive solutions, including the development of more affordable housing units and targeted support for vulnerable populations to ensure everyone has a safe and stable place to live. In recent years, California has adopted various legislative bills to facilitate the development of emergency shelters, transitional housing, supportive housing, employee housing, and residential care facilities.

The City's Housing Element, which guides housing development in the City for the next four years also includes objectives to increase diverse housing options such as the implementation of recent housing legislation that facilitates special needs housing. These objectives aim to facilitate and streamline the production of various types of temporary shelters and housing programs that provide additional assistance to those experiencing homelessness and people with special needs.
